Wesley’s old 2000 minivan had become a hassle. “The windows don’t go down, except for the driver’s window, and only if we had to take the side panel off. I had to open the door if I went through a drive-thru,” he recalled with a laugh. Now, with his new hydrogen fuel cell vehicle through DCAP, things are much different. “It’s a lot easier to drive. I have a neurological disorder that makes using my arms and hands painful sometimes, which affects my balance, making driving a dependable and stable vehicle essential. “If I get dizzy or lose my balance, I need something that’s easy to handle and has good safety features,” he explains. 

 Wesley choose a hydrogen fuel cell clean air vehicle for both convenience and environmental reasons. “I found out that hydrogen was a thing, it takes like at most five minutes to fill it up. And especially for the hydrogen fuel cell, they don’t even use lithium for the batteries, they’re NiCad. There’s no abuse of resources like there is with lithium mining.” He also wanted something that wouldn’t be costly to fuel, and hydrogen fit the bill. 

 Finding DCAP was a turning point. “I just did a Google search to see what programs there might be, DCAP was one of them, and I just had to wait until it opened for my region.” Once he applied, Wesley says the process was straightforward, with help from his assigned case manager. “Ben is like the nicest, most polite person and his emails were always very clear. Ultimately, we were able to figure everything out.” 

 One unique part of the program that stood out to Wesley was the financial education component. “They have a page on their website where you have to prove that you went through all the training modules to learn about different types of financing, credit, what to expect if you get a loan, and also about managing your income. I knew a lot of it, but there were still some things that were new to me. I thought it was useful.” 

 Receiving the new car was an emotional experience. “It was the very first car I ever got that was genuinely new… As I was driving home, the excitement started to build up a lot. It’s the very first new car I’ve ever had… going from a 2000 car to something that can tell when your lane is shifting… It’s insane.” 

 Wesley’s enthusiasm for the DCAP program is contagious. “I’ve told everybody I can tell about it. Now that everything actually went through and I got the car, I would tell them: it’s a program you should apply for, see if you qualify and I’d help them walk through it until they get contacted, because it’s a really, really good deal.” 

For him, the benefits go beyond the financial savings. “Aside from getting a potentially free car all the newer cars are just so much safer, more airbags, better crash test ratings. You might want to get a newer car just for the safety options.” Wesley’s story is a testament to how DCAP can make cleaner, safer, and more reliable transportation accessible.
