About the Driving Clean Assistance Program

The Community Housing Development Corporation’s (CHDC) Driving Clean Assistance Program (DCAP) is a California Air Resources Board-funded clean air vehicle incentive program to help low-income Californians, especially those in underserved, Tribal and disadvantaged communities, access clean air vehicles.

Through DCAP, community members will receive one of two incentive options to purchase clean air vehicles, such as electric vehicles, plug-in hybrid electric vehicle or fuel cell electric vehicle, and an additional incentive for a charging solution for clean air vehicles. Additionally, community members who qualify for DCAP’s incentive may qualify for fair financing in the form of a loan capped at $45,000 with an interest rate of no more than 8% for clean air vehicles from CHDC’s carefully curated lender network.

At DCAP, we are dedicated to accelerating the transition to a cleaner, greener future by promoting the adoption of clean air vehicles across the state. Our mission is to provide comprehensive resources, up-to-date information, and expert guidance to help Californians make informed decisions about sustainable transportation.

By championing policies, programs, and incentives, we aim to reduce our carbon footprint, improve air quality, and enhance the overall quality of life for all residents.

Our team is composed of passionate environmental advocates, industry experts, and community leaders who are committed to driving positive change. We collaborate with government agencies, local organizations, and businesses to foster a supportive ecosystem for clean air vehicles.

Whether you’re a consumer looking to purchase your first clean air vehicle, a business interested in fleet electrification, or a policymaker seeking data-driven insights, DCAP is here to empower you with the knowledge and tools you need to contribute to a cleaner, healthier future.

National Drive Electric Month has come a long way since its start in 2011 as a single Plug-In Day. By 2014, it had grown into a week-long celebration and even set a Guinness World Record with more than 500 electric vehicles parading together in Silicon Valley. Today, it’s a month-long effort that shines a spotlight on the benefits of driving electric—lower fueling costs, fewer maintenance needs, and ranges that now exceed 200 miles. This September, we are proud to join partners and communities across California in celebrating cleaner, more affordable, and more sustainable transportation.
As kids head back to school, it's a great time to consider how clean-air vehicles are making daily life better for families, especially in areas where air pollution is most prevalent.
We’re celebrating a significant milestone: DCAP has helped 100 Californians access clean-air vehicles and reclaim control of their transportation needs, unlocking new opportunities. The impact has been real, and it's deeply personal. From saving money to helping the environment, the outcomes have been overwhelmingly positive. In this issue, we’re dedicating our focus to the people who power our mission. Meet some participants whose journeys remind us why this program is so important.
